tell them you wouldn't be phoning ifthere wasn't a problem and they better send someone to look at it because obviosly something has changed since you stopped using their phone services

Tell them you know the connection's fine, but the problem is with the modem as it keeps power cycling itself. If the modem was working properly then it wouldn't keep doing that. Ask them this "If your TV kept turning off and on and the cable company said the connection was fine, would you take that as a satisfactory explanation that there is nothing wrong with the TV? It's NOT THE CONNECTION, it's the hardware." Perhaps.
